As we deal with the ongoing demands of ever-increasing populations and climate instability, it seems to me that the US and Canada (and many other countries for that matter) should be drawing up plans to increase water efficiency substantially. This should really be put into building codes and made mandatory on all new construction. While we’re at it we could offer incentives to people who do retrofits of existing homes and buildings. Rainfall collection would of course be a big part of the equation as well as more efficient toilets etc.
Also we need to put more money into the basic water delivery infrastructure and really make sure that we keep it a public resource. Water privatization will no doubt be offered at some point in some shape or form and this has to be avoided. For an interesting story about privatization of water gone wrong check out the case involving Bechtel and Bolivia. They actually tried to make rainfall collection illegal! How ridiculous!
